Noise Pollution

As introduced by the Yearbook of the Republic of China:

 

Article 8 of the Enforcement Rules of the Noise Control Act requires that all counties and cities in the Taiwan area establish noise monitoring sites. In 1998, there were 198 environmental and traffic noise monitoring sites islandwide: 162 in Taiwan Province, 20 in Taipei City, and 16 in Kaohsiung City. In view of the serious noise pollution caused by numerous vehicles in urban areas, the EPA drew up plans in fiscal 1996 for a comprehensive islandwide environmental and traffic noise monitoring network to complement the existing noise monitoring sites. This plan calls for 28 noise monitoring stations to be set up around the island. Once the last four monitoring stations are set up, which should be by June 30, 1999, there will be at least one monitoring station in every county to collect vital data on the environmental and noise pollution caused by traffic.

Although the use of firecrackers is quite extensive in Taiwan, it is prohibited between 11 p.m. and 5 a.m. under the Noise Control Act. On January 1, 1996, the Civil Aeronautics Administration under the Ministry of Transportation and Communications began collecting an Airport Noise Control Landing Fee at 11 airports throughout the ROC in accordance with the Civil Aeronautic Act. Revenues from this fee are used for noise control and the improvement of environmental quality for schools, hospitals, and communities in areas affected by aviation noise.
